Kayalpatnam - which was until recently a special grade town panchayat - was upgraded
to third grade municipality status by a government order in 2003. This is largely due to increase
in population as per 2001 Census. The Annual tax collection of Municipality
is about Rs.22,34,000.
Out of the 18 wards, one is reserved for Scheduled Caste Community (Ward No.14) and six for women
(Ward Nos. 10, 11,14,15,16 and 17). Till the 2001 elections, the Chairman used to be directly
elected by the people through popular vote and the vice-chairman was elected by the ward members.
Also the post of Chairperson was reserved for women.
However, few months before the 2006 Local Body elections, the new DMK government (which had taken
office in May 2006) had made the election of top post (that of Chairman, President, Mayor etc) an
indirect one - with only the ward councillors voting (from one among them). The post of Chairman - from the
2006 elections - has also been dereserved (i.e. it is no longer mandatory for a woman to fill this chair).
The elections to Kayalpatnam Municipality were again held on October 13, 2006. About 50% of the
electorate cast their vote. The votes were counted on October 18th. The Councillors were sworn into office
on October 25th. The eagerly-awaited selections of Chairman and Vice-Chairman took place on October
28th. After much behind-the-scene deliberations, Mr.Wavoo S. Abdur Rahman (Ward No.5) was elected
Chairman unopposed and Mr.C.S. Sadakathullah (Ward No.16) was elected Vice-Chairman unopposed.
